Dir Richardson, the legislature can agree on reforming the health authority in New Mexico

Dir Bill Richardson, management and a coalition of advocacy on health, some groups have reached an agreement on the make-up of an authority to monitor the health coverage reform, a legislator said.

Under the provisional agreement, the Authority had 10 voting members, half appointed by the governor and the other half by the legislator, Rep. John Heaton, Karlovy Vary a Democrat, said Saturday.

Three other members of the authority - the secretaries of Health and Human Services and the State Insurance Superintendent - will not participate in the vote.

The compromise - The decision should be announced Tuesday in the form of amendments to pending bills - aimed at quelling criticism that the plan Richardson, the governor had too much control of the authority, which expired the new system.

Also in the conflict, would appoint the director and whether - or how - members of the authority could have financial interests in the health sector industry.

Chief Negotiator have, for hours behind closed doors, reached Saturday in the framework of agreements with the Authority in connection with advisory committees and regulatory procedures, Heaton said.

Heaton, sponsors, Richardson’s proposal, lies the tentative agreement as “great progress”.

But there are fundamental differences in the two bills.

Richardson, the legislature to require New Mexican health insurance, to increase support to cover more people and require companies who have no health insurance for their employees to pay into a fund to help people buy insurance.

The coalition of interest groups on the other hand, the legislator for the creation of an authority, lurks a detailed plan of 2009.

“This is not a problem, which can be solved in a meeting 30 days,” said Rep. Luciano “Lucky” Varela, a Santa Fe Democrat, echoed the faith of many legislators seem reluctant and not not support radical change this year.

But a third proposal - the largest coverage of health plans taking into account - was placed in residential care and the Government Affairs Committee, on Saturday.

There was not enough support in committee, in order to protect the health Security Act its next meeting to stop it.

The proposal would lead to a large pool Insurance - publicly funded, individual premiums and employer contributions - which would almost all New Mexicans. This would relegate the private insurance of the economy to a complementary role as a disease of installation.

Benefits would be at least as complete as now the state employees and residents were able to choose their supplier of the proposal.

Dozens of people, has invited the Committee to the house on a Saturday consultation for the adoption of the plan, which indicates that the current system based on private insurance is broken.

“When you are satisfied with this system, it is because you have not yet used,” said Paul Eichhorn, works for a food to eat Albuquerque.

The attempt to reform the current system will not work, he said.

“Put lipstick on a pig is still a pig,” said Eichhorn Committee.

Zimmermann Adele Dixon compared the purchase of private health insurance to buy a lottery ticket.

“You pay your premium in advance, and you do not know if you’ve won or lost your request to your bill,” she says.

Opponents of the Health Security Act argued that this would be a rationing of health care and low access to new medical technologies and health care - are already in short supply - New Mexico.
